Parents who give alcohol to children aged under 15 should be prosecuted, a charity has said.
Surely the best place for a youngster to learn to drink responsibly is at home. This sort of thing is likely to cause more problems than it solves.

Hmmm. An occasional glass of wine is okay, but if, as the article says, “boys aged 11 to 13 drank an average of 12 units of alcohol a week”, I don’t think parents can be trusted to regulate themselves.
Somehow I doubt the boys drinking so heavily were doing it in the presence of their parents. Kids sneaking a few bottles or cans and drinking them down the playing field with their mates is a completely different issue to a partial glass of wine at a family meal. That’s why this plan sounds so poorly thought out. There are irresponsible parents, it’s true, but the people who’d be punished by this sort of rule would be the responsible ones who wanted to have their children learn to drink in moderation.
